The FBI's Criminal Justice Information Services (CJIS) division in Clarksburg, WV only accepts fingerprint cards that meet FD-258 specifications: rolled prints of all ten fingers plus four flat impressions, taken by a trained technician using approved ink. A DIY smartphone scan or a photocopy is rejected on receipt — and the fee is non-refundable.

Direct-to-FBI submission by international mail currently takes 12–16 weeks from Thailand. That's why nearly every serious applicant now routes through an FBI-approved channeler such as Accurate Biometrics, Fieldprint or Certifix, which returns results in 3–5 business days by encrypted PDF.

Once Thailand's Apostille Convention accession takes full effect on 28 February 2027, an FBI IHS document (already federally issued in the US) that has been notarized in Thailand can be authenticated with a single Thai MFA apostille and used in any of the 120+ Hague member states without a US embassy stamp. This drops 5–7 business days and USD 50+ in embassy fees off every file.
