Health Insurance Required by Thai Visas
Insurance conditions for retirement visas (O-A/O-X), the Long-Term Resident visa and other categories: coverage limits, insurer certificates and how foreign policies are verified.
Can I obtain a copy of my own medical records from a Thai hospital?
Yes. Patients may request copies of their own health data under the Personal Data Protection Act B.E. 2562 and each hospital's medical records policy. Apply at the medical records department with your identity document. The hospital may charge a copying fee and process the request within its internal timeframe.
How does a discharge summary differ from a medical certificate?
A medical certificate is a short statement of the doctor's opinion on one issue, such as fitness or the need for continued treatment. A discharge summary covers the whole admission: diagnosis, procedures or surgery, medication and the ongoing care plan. Insurers and receiving physicians abroad normally ask for both together.
Who should translate medical documents?
A translator familiar with clinical terminology who preserves ICD codes, drug names and units exactly as in the original. The translation must carry the translator's certification of accuracy with name, signature and contact details. Where the recipient is a court, insurer or foreign government body, add Department of Consular Affairs certification or Notarial Services Attorney certification.
What is the difference between MFA translation certification and notarization?
The Department of Consular Affairs certifies that the translation matches the Thai or English original, which is what state bodies and embassies want. A Notarial Services Attorney registered with the Lawyers Council of Thailand certifies a signature, a true copy, or the translator's affidavit, which suits documents going to private parties, universities and foreign insurers.
Should I translate the entire document or only selected pages?
Translate each submitted document in full. Omitting pages can look like selective disclosure and foreign insurers and courts often reject partial translations. If the file is very large, choose complete documents — discharge summary, medical certificate, invoices — and translate every page of each one.
What health insurance does the O-A retirement visa require?
Under the criteria applied to the Non-Immigrant O-A visa, applicants must hold health insurance covering the entire period of stay in Thailand, with the coverage limit currently set at not less than USD 100,000, evidenced by an insurer certificate in the prescribed form. Limits and conditions can change, so confirm with the Royal Thai Embassy or the Immigration Bureau before buying a policy.
What insurance does the Long-Term Resident (LTR) visa require?
The LTR criteria require health insurance with coverage of not less than USD 50,000 for the period of stay, or an alternative permitted by the published criteria such as evidence of deposits or social security entitlement. Details sit in the Board of Investment announcements, and you should verify the conditions in force on your filing date.
Can a policy bought outside Thailand be used for a Thai visa?
Often yes, provided the policy covers treatment in Thailand up to the prescribed limit and you present an insurer certificate stating the sum insured, period and scope in English. Some procedures require the Thai authority's own certification form to be signed by the foreign insurer, which may need signature certification, so start early.
Do other Thai visa categories require health insurance?
Not all of them. It is explicit for O-A and O-X retirement visas and for the LTR visa. Work and student visas generally do not mandate it under the visa rules, though employers and institutions may, and employees in the formal system may be covered by social security. Check the current conditions for your category before filing.
What does a foreign insurer typically need to settle a Thai hospital claim?
The standard set is a medical certificate stating the diagnosis, the discharge summary, an itemized hospital bill, original receipts, a copy of the passport page with the entry stamp, and the signed claim form. Many insurers additionally require certified true copies or a notarized claimant signature.
Why do some claims require a notarized signature?
A cross-border claim form is a legally significant statement of fact, so the insurer wants proof that the signatory is genuinely the policyholder. Having a Notarial Services Attorney certify the signature after checking identity documents reduces refusals based on failure to verify identity.
The first insurer kept my original receipts. How do I claim from a second insurer?
Request a certified true copy from the issuing hospital or a fresh statement of the amounts billed, have a Notarial Services Attorney certify the copy, and attach a letter from the first insurer stating what it has already paid. Most insurers accept this route for topping-up or coordinating benefits.
Where can I complain if a Thai insurer refuses to pay?
Policyholders may bring the matter to the Office of Insurance Commission (OIC), which operates an insurance dispute mediation process. Prepare the policy, the written refusal and the relevant medical documents. If mediation fails, court proceedings remain available within the limitation period applicable to insurance contracts.
What should a medical power of attorney state?
It should identify the grantor and attorney clearly, define the scope — consenting to procedures, obtaining records, dealing with insurers — state the period of effect, and carry signatures with witnesses. For use abroad, sign before a Notarial Services Attorney and then legalize at the Department of Consular Affairs and the embassy as the destination requires.
Can foreign health insurance pay a Thai hospital directly?
Most large private hospitals in Bangkok, Phuket and Chiang Mai have direct-billing arrangements with major insurers and third-party administrators. For planned treatment, obtain a guarantee of payment at least 24–72 hours ahead by sending the treatment quotation and medical certificate for approval. In emergencies the hospital admits first and seeks retroactive approval, so always carry the insurance card and the insurer's emergency number.
What certification do foreign insurance claim documents need to avoid rejection?
Insurers generally require original receipts bearing the hospital seal, an itemised billing summary, a medical certificate stating the diagnosis with ICD codes, and passport pages with entry stamps confirming presence in the country. If the policy specifies another language, the translation must be certified. The most common rejection cause is internally inconsistent dates, so reconcile treatment dates, receipt dates and travel dates before submitting.
How much health information may be shared with an insurer or employer?
Explicit consent is required, because health data is sensitive personal data under the Personal Data Protection Act. The consent should specify what is disclosed, to whom and for what purpose. An employer may receive only what is necessary to assess fitness for the role — typically pass or fail against health criteria, not the full diagnosis — and the patient may withdraw consent later.
What certification do insurers abroad ask for on Thai medical documents?
Insurers usually request the medical certificate, a treatment summary and itemised receipts as hospital-certified copies with an English translation. Some policies also require the translation to be legalised at the Department of Consular Affairs, so read the policy wording and ask the insurer for the document list in writing first.
Which documents does a foreign health insurer expect for treatment received in Thailand?
Generally original itemised receipts, a treatment summary or discharge summary, a medical certificate stating the diagnosis with disease codes, and a passport page copy showing entry stamps. If the policy requires another language, translation and certification are needed. Request the insurer's list first so everything is filed in one round.
Will a foreign insurer pay a Thai hospital directly?
Only where the hospital has a direct billing agreement with that insurer, and even then a guarantee of payment must be issued before admission. Without an agreement the patient pays first and claims later with original receipts, an itemised bill and a discharge summary showing diagnosis codes. Check the arrangement before admission rather than at the cashier.
