What is the difference between translation, certification, notarisation and legalisation?

They are four separate layers: (1) the translation itself, (2) the translator's certificate of accuracy, (3) notarisation of the signer's signature by a notarial services attorney, and (4) legalisation or apostille, which authenticates seals for cross-border use. None of the first three replaces the fourth.

Can Thailand issue an apostille yet?

Not yet in practice. Thailand deposited its instrument of accession to the Hague Apostille Convention on 30 June 2026 and the Convention enters into force for Thailand on 28 February 2027. Until then, Thai documents follow the Department of Consular Affairs legalisation route followed by destination embassy attestation. Check hcch.net and consular.mfa.go.th for the current status.
