ABTC documents and the application process in Thailand

The ABTC is a card issued under an Asia-Pacific Economic Cooperation initiative. Pre-cleared business people from participating economies can travel to the economies that granted them clearance without applying separately for a business visa, and may use the dedicated APEC lane at immigration in participating airports.

The Department of Foreign Trade, Ministry of Commerce receives and assesses applications from Thai nationals. Once Thailand approves, the record is circulated to other member economies, each of which decides pre-clearance separately. Always check the current eligibility criteria and forms at dft.go.th before filing.

Commonly: the Department of Foreign Trade application form, a copy of a passport with sufficient validity, photographs to specification, a recently issued company certificate from the Department of Business Development, evidence of international trade or investment such as export entries or trade contracts, a company letter of authorisation, and a police clearance certificate from the Royal Thai Police. Follow the department's latest published list for the definitive requirements.

Filing with the Thai authority can be done in Thai. But if a counterparty or destination economy asks for supporting evidence, having certified English translations of the company certificate and shareholder list ready avoids restarting a translation cycle under time pressure.

Renewal repeats the assessment, including fresh pre-clearance by member economies, so start several months before expiry. If you replace your passport during the card's life, report it and have a new card issued so the passport number matches — otherwise the APEC lane cannot be used.

Directly. Every economy screens applicants before granting pre-clearance and any one of them may refuse without giving reasons. A recently issued police clearance certificate from the Royal Thai Police is part of the file, and where a case has concluded it is sensible to prepare an explanation with the court documents.

File a police report and notify the Department of Foreign Trade immediately so the card can be cancelled and replaced. You cannot use the APEC lane while a replacement is pending, so if you must travel in that window, apply for the destination's ordinary business visa as a fallback.

The scheme has each economy issue cards to its own passport holders, so a foreign passport holder must apply through the receiving authority of the economy whose nationality they hold, not through Thailand's Department of Foreign Trade. A Thai employer can still issue employment and trade evidence to support that home-economy application.

Apply at the Immigration office for your province, for example Phuket Immigration, with your passport, copies of the visa page and entry stamp, your TM.6 or TM.30 address notification, a lease or landlord consent letter, photographs and the office's fee. Issue time ranges from same day to a few working days. The certificate supports driving licence applications, bank account opening and address confirmation with pension funds.

An ABTC lets the holder enter the APEC economies pre-cleared on the reverse of the card without applying for a visa each trip, with stays of roughly 59–90 days depending on the economy, and use the dedicated APEC lane at major airports. The card is valid five years, or until passport expiry if sooner. Each economy approves separately, so only granted economies appear on the card.

The Department of Foreign Trade, Ministry of Commerce, receives Thai applications. Applicants must be Thai business people engaged in trade or investment with APEC economies. Core documents are the application form, a company affidavit from the Department of Business Development issued within six months, a company authorisation letter, a passport copy with at least one year of validity, photographs, evidence of international trade such as customs entries or contracts, and a police clearance certificate.

After Thai approval, the application is circulated to every economy for pre-clearance, typically taking three to six months in total. Some economies respond much later and may require a replacement card once granted. Renewal can be lodged around three to six months before expiry using the same document set. Always check passport validity first: replacing the passport mid-process forces a fresh application.

Two layers apply: tax residence under the Revenue Code, which counts presence of 180 days or more in a tax year, and the double tax agreement between Thailand and the paying country. Many treaties reserve government service pensions to the paying state, while private pensions may be taxed in the state of residence. Guidance on foreign income brought into Thailand has been revised, so confirm your own position with the Revenue Department or a tax adviser before filing.

Most pension funds run an annual cycle, and many require the certificate to be issued no more than one to three months before filing. Late submission can suspend payments until the document arrives, so note the due date and start about six weeks ahead.

The APEC Business Travel Card is issued to applicants meeting the Department of Foreign Trade's criteria, which consider active business status and travel need. A retiree who is still a director or active shareholder may qualify; check the current conditions before applying.
