Thai Driving License by Country — Which Foreign Licenses DLT Phuket Accepts Without a Road Test in 2026

TL;DR

Thailand's Department of Land Transport (DLT) waives the road test for holders of a valid national driving license from any country that recognises the Thai license reciprocally, PLUS a translation into Thai. Post-28 February 2027 Apostille rollout: EU/US/UK/AU/CA/JP/KR licenses can be Apostilled in the country of issue (saving one MFA step). The 5-hour theory class + eye/reflex tests are always required. Phuket DLT Chalong-Wa office runs Tuesday-Friday walk-in; Saturday appointment-only. Total: THB 705 for 2-year license, THB 1,255 for 5-year renewal. IDPs (International Driving Permits) never convert — they must be replaced with a full Thai license after 3 months of residence.

The reciprocity list — 2026

Under DLT Regulation B.E. 2563 (2020), a foreign national license is accepted for direct conversion (no road test) if issued by any of: All EU member states, United Kingdom, Switzerland, Norway, USA (all 50 states), Canada (all provinces), Australia (all states), New Zealand, Japan, South Korea, Singapore, Malaysia, Hong Kong, Taiwan, UAE, Israel, South Africa, Brazil, Argentina, Chile.

NOT on the reciprocity list (road test required): China, India, Russia, Vietnam, Philippines, Indonesia, most African and Central Asian states. Russian and Chinese Phuket residents therefore need the full written+practical test at DLT Chalong-Wa — allow 2 half-days.

Special case: Nordic countries (Sweden, Denmark, Finland, Iceland) plus Ireland require a supplementary theory test but no road test.

What Apostille changes on 28 February 2027

Before Thailand joined the Hague Apostille Convention (effective 28 February 2027 for Thailand as receiving state), foreign driving licenses had to be translated into Thai and BOTH translation + license copy legalised at the sending country's embassy in Bangkok, then re-legalised at MFA Chaeng Wattana. This chain took 2-3 weeks.

Post-28 February 2027 for licenses issued by Apostille member states: obtain a single Apostille from the issuing country's competent authority (US Secretary of State, UK FCDO, DFAT, etc.), have the license translated into Thai by any DLT-registered translator in Phuket, and present both to DLT. No embassy step, no MFA step. Turnaround drops to 5-7 business days including translation.

Important: DLT Phuket also accepts a certified translation notarised by a Thai Notarial Services Attorney as an alternative — practical when the license issuing country is not yet fully Apostille-integrated with Thailand's central register.

Required documents at Phuket DLT Chalong-Wa

Valid national driving license (original + copy of both sides).

Certified Thai translation of the license (both sides).

Apostille (or embassy+MFA legalisation for non-Apostille countries).

Medical certificate from any Thai clinic, dated within 30 days, stating fit to drive.

Residence Certificate from Phuket Immigration OR Certificate of Residence from your embassy in Bangkok. TM.30 receipt alone is not accepted at DLT.

Passport + copy of photo page + copy of current visa/entry stamp.

Non-immigrant visa holders: work permit copy OR retirement/marriage extension stamp.

The 5-hour theory class — cannot be skipped

DLT holds a mandatory 5-hour theory class (Thai + English simultaneous translation on Wednesdays and Fridays at Phuket DLT). Content: road signs, defensive driving video, first-aid basics. No test at the end — attendance certificate only.

Skipping the class is not possible even for former Thai license holders whose license expired more than 3 years ago. Book at least 3 days ahead via the DLT LINE Official (@dlt.phuket) — the English session fills up fast in high season.

Eye and reflex tests — what actually gets measured

Colour perception: red/green/yellow card recognition. Colour-blind applicants can still qualify with an ophthalmologist's letter.

Depth perception: a wooden peg-matching device on a rail. Push a lever to align two pegs — must be within 3cm on 2 of 3 attempts.

Peripheral vision: 90° arc lights, must detect 4 of 5 flashes.

Reflex/braking: press pedal within 0.7 seconds of a light change. Repeated failures allowed with rest.

The 2-year probationary license vs 5-year renewal

First Thai license issued to any foreigner is always the 2-year probationary version (THB 205 issuance + THB 500 fee = THB 705).

At 2-year renewal, if you hold a valid work permit or long-stay visa, you qualify for the 5-year license (THB 1,005 + THB 250 fee = THB 1,255).

Digital DLT eLicense (mDL) via the DLT QR Licence app is issued alongside the physical card since 2024 — accepted by Phuket traffic police and rental companies.

Motorcycle license — separate category

A car license does not authorise motorcycle use in Thailand. Motorbike-heavy Phuket therefore requires a second conversion for the M category (or M+A for scooters over 125cc).

Foreign motorcycle endorsements convert on the same reciprocity list. Applicants with only a car license must take the motorcycle theory + practical test (basic figure-8 + emergency-stop course at DLT Chalong-Wa).

Rental companies in Patong, Kata, and Rawai increasingly check for the M category during high-season enforcement drives — car-only licenses are no longer sufficient.

Frequently asked questions

Can I drive in Phuket on my IDP forever?
No. An International Driving Permit is valid for the first 90 days of any stay. After that, DLT requires a full Thai license.
Does the Apostille remove the translation step?
No — the Thai translation is still required. Apostille replaces the embassy + MFA legalisation chain only.
