Most application rounds accept scans with a translator-certified translation and only ask for fully legalised documents after shortlisting. Prepare originals early, but avoid paying for full legalisation of the whole set in round one unless the call for applications explicitly requires it.

Usually written permission from the supervisor and home agency, a study-leave contract and a guarantor undertaking under Office of the Civil Service Commission rules (ocsc.go.th), plus salary and length-of-service letters. When these are used by a foreign institution they must be translated and the translation certified as that institution requires.

It should confirm current employment, approval of study leave, the approved period and the conditions for returning to duty. Civil servants should reference their agency's study-leave regulation. Translate the letter and legalise the translation as the funder requires.
